All the gear on your entire account is here, and what is absolutely AWESOME about this optimizer is that it RATES each piece (see circled "Average" and "Legendary" ratings): Just one word about the Artifacts screen, which you get to by clicking on Artifacts at top left. When it does, click it, and you're ready to start optimizing it's gear. So you'll rarely have to type the whole name before champ you want to gear appears there. The optimizer is nice in that, with each letter you type, it restricts the champions displayed on right to those with just the typed letters in them. To select a champ, start typing his/her name in the Champion Search box. There's also a checkbox in the optimizer telling it to skip gear on locked champions.
